Repeat offenders and speed
There is currently no effective system to deter people from re-offending.
Research has shown that fines alone, while important, are not an effective means of preventing repeat offenders from driving dangerously. Most states introduced demerit points by 1969, with the ACT following in 1993.

What should change
- The NT Report recommends a demerit points system to target repeat offenders. In addition, ongoing road safety education and awareness programs will assist in changing the undesirable attitudes of repeat offenders towards road use.
